Updated Priority for PTS and RET

Browse source 
PTS is the SPC outlooks that are issued if severe weather is expected. 
RET is EAS Activation Requested it seems to not be sent to IEMBot. More than likely used on NWWS-IO

PTS was updated from 1 to 3
RET was updated from 1 to 5.
